Crisis in Russia hits hard Uzbek working migrants

In particular, in Russia at the moment are officially 2.7 million labor migrants from Uzbekistan.

According to the Central Bank of the Russian Federation, Uzbekistan became a leader among the areas of personal money transfers from Russia in 2013: the amount of transfers exceeded $ 6.7 billion (+ 17.5% compared with 2012). In the third quarter of this year the volume of money transfers between Uzbekistan and Russia decreased by 9% – to 2.09 billion dollars, but the republic is still ranked first among the recipients of the CIS countries. However, according to some media reports, in October and November the decline in transfers to the Russian-Uzbek direction increased significantly – by 35% and 50%, respectively.

According to the source, taking into account the lack of jobs at home, in Uzbekistan, people will “just be content with what they will offer in Russia, even in the amount of 400 to 600 dollars a month, taking into account the exchange rate difference.”

Deputy Minister of Labour and Social Protection of the Republic Furqat Khalilov in an interview with RIA Novosti said that in 2015 Uzbekistan  plans to create 409.5 thousand jobs for migrant workers who want to return home. Special government program offers the bulk of jobs for returning migrants create in seven regions of the country. At the same time they will receive support from the government and commercial banks.

As measures to encourage repatriation, the government will provide migrant workers at zero cost or lease unused state property and land released by the demolition of unused objects, for production or service delivery.
The program also stipulates that commercial banks will allocate migrants small loans to create and develop their own business, they can be arranged using the acquired skills.

“Half a million jobs – this is still the ceiling, which can be created under the most ideal conditions, in the absence of corruption component and the implementation of the proposed benefits,” – says the analyst of Central Asia Investments Ilhat Tushev. According to the expert, in case of problems with the achievement of the parameters of the program can be with a certain probability to predict the growth of social tension in the country.
